Is there a minimum fleet size?

No stated minimum. The program scales from a handful of units up; what matters is that the units run predictably enough to schedule against. Tell us the unit list and we'll say what makes sense.

Do you cover both trucks and off-highway equipment in one program?

Yes. Highway trucks, trailers, vocational units and construction equipment can sit in the same program — that's the reason the shop is set up for both.
